can puppet manage puppet.conf

I know that puppet **can** manage `/etc/puppet/puppet.conf` . I guess I'm wondering if there's a reason why I **shouldn't**. We need to make a change to all of our `puppet.conf` files. Adding `puppet.conf` to puppet seemed the easiest/quickest way to do that. Unless there's some "meta" reason why I shouldn't.
