Puppet resource package not showing installed package (PDFCreator) on Windows 7

I am trying to install PDFCreator on a Windows 7 machine. Everytime I try to run puppet apply, it installs the package, regardless of it being already installed. I tried to run puppet resource package and it doesn't show in there. I can see it installed on the Add/Remove Programs, and also found it on the Uninstall registry with DisplayName = PDFCreator, like I've used in the module creation. Also, there's no SystemComponent set under the PDFCreator Uninstall registry. Could someone help me with this? Puppet version 3.8.3
